International climate policy ended 2017 with mixed fortunes. The November UN climate negotiations (COP 23) concluded in Germany after countries made progress on the rules for the Paris Agreement and put in place a process to assess progress on climate action. Yes, it wasn’t the detail of how countries would deliver their commitments, but it was progress of sorts.
