Cleveland Police: Custodial Detention Service

Challenge

Care & Custody’s relationship with Cleveland Police began in 2007 (delivering services as Tascor Medical Services, acquired by Care & Custody in 2016) through the outsourcing of Identification Suite services and forensic medical services. The Custodial Detention Services contract was awarded to us in 2017, strengthening our already successful working relationship with Cleveland Police.

Solution

The services delivered by the Care & Custody team cover a population of approximately 500,000 people, with a Force comprising 1,250 police staff.

Our Identification Suite services conduct 400 procedures and 300 parades on average per annum, and recently took on a CCTV role from Cleveland Police.

Our Forensic Medical Examination services contract covers two custody suites – Hartlepool Custody Suite, which has 15 cells, and Middlesbrough Custody Suite, which has 46 cells and four Prevention of Terrorism cells.

Services are overseen by a Contract Manager and delivered by a team of qualified and specialist-trained Healthcare Professionals who undertake additional training alongside Cleveland Police to ensure an integrated approach to the delivery of care to detainees. Our team works closely with Cleveland Police to ensure that the service is timely and reliable, whilst prioritising the wellbeing and safety of approximately 1,500 patients in our care every month.

Outcome

Outsourcing custodial detention services alongside Identification Suite and Forensic Medical services through one provider has realised multiple benefits for Cleveland Police, and the taxpayer. They’ve been able to return much needed Police officers to critical frontline services, whilst at the same time we’ve delivered significant savings without compromising the quality of service.

Our team of highly trained, experienced Detention Officers now manage these services; they have over 40 years’ experience between them and their training includes dementia awareness, suicide prevention and safeguarding. The team is the central point of contact for external police forces, immigration, courts, legal, Crown Prosecution Services and the Criminal Justice Unit, as well as over 2,000 detainees each month.

Integrating delivery of services has led to closer liaison between detainees, liaison and diversion services and Immigration ACRO Criminal Records Office, which leads to better outcomes for individuals. What’s more, professionalising the role means our people are invested in their roles, feel valued, and ultimately deliver an exceptional standard of service for our client and the people in their care.
